Unable to use Hyperlinks in Outlook

When I try to use a hyperlink in Outlook, I get an error message stating that
it is restricted and I should refer to administrator. I am on my own laptop
with Vista. I have tried the suggestion of making IE my default and also
Outlook my default but still does not work. Can ANYONE help? Thanks BGQ
