unable to upgrade to msn vers 6 in windows me

I am trying to install verizon dsl. It tells me I have to upgrade to ver. 6
of MSN. When I try to I am unable to.
 
You may have to take up this issue with Verison. Its probably an issue of
Win ME no longer being supported. You may have to upgrade to XP.
