Unable to unset Read Only

I moved folders from one physical drive to another, then they all became
Read Only files. I unset the Read Only designation but they
automatically reset to Read Only. How can I remove Read Only designation?

Some insight may be found here. Folders (directories) are normally READ
ONLY.
