unable to stop service

I am trying to stop the telephony service on a windows
2000 server.It is a firewall so we need to stop the
services. we are unable to stop the service either from
gui or command line any help would be very appreciated
 
You cannot do that in Windows NT. Sinmple as that. Windows 2000 is based on NT technology.
