Have you ever been able to send mail from that account?

Check your settings compared to those provided here:
http://portal.gci.net/support/kb/add_email_to_oe

It describes Outlook Express, but Windows Mail settings are the same.

The above error can be caused by 3rd party software that is set to scan your
mail, such as anti virus applications.
Which AV app do you have installed?

The error "unexpectedly terminated" is usually caused by interference
from an antivirus program. Which antivirus are you running?
As a minimum, email scanning in the antivirus should be turned off,
although that may not be sufficient to eliminate all bad effects.
In a worst case scenario, your antivirus may need to be uninstalled.

Email scanning in any antivirus should be disabled, for reasons
explained here:
http://thundercloud.net/infoave/tutorials/email-scanning/index.htm

As a possible temporary fix, delete that corrupted mail account,
restart Windows Mail, then recreate the account.

Yes that's what I said, so we could both be right, again?

Forget Norton for now, did you compare your settings with those on the link
that I gave you?

Empty your Outbox by deleting messages, or moving any messages to the Drafts
folder.

When you have ensured that you have the settings correct send a test message
to yourself, post the error messages if any.

I checked the stuff you said to check in gci's support website and everything
is exactly the way its suppose to be... So then I tried sending an email to
myself and i get the same error message/... so now what...?

Did you empty the outbox before you sent the test message? You did not say
that you had.

If so, remove the account>close WM>open WM and rebuild the account from
scratch.

Please post any error message, even if you think it looks the same as
before.

Turning on or turning off email scanning in Norton AntiVirus
http://service1.symantec.com/SUPPORT/nav.nsf/docid/2001082921552806

This may not be enough, the best advice is to remove Norton altogether, &
run the Norton removal tool
http://service1.symantec.com/SUPPORT/tsgeninfo.nsf/docid/2005033108162039

and then install one of the free ones from the internet, I use Microsoft
Security Essentials.
There are other free ones AVG, Avast etc.

If no improvement after disabling email scanning, consider upgrading
to Windows Live Mail, because it is less prone to suffering bad effects
from overly intrusive antivirus programs:

Try this: marked below ** - **

From:
http://portal.gci.net/support/kb/smtp/#actiondocument.2007-04-09.0710005781

Click on Tools
Click on Accounts
Highlight the email account, it may be the default, or labeled gci.net
Click on Properties
Click on Servers tab
Ensure the Incoming mail (POP3): has mail.gci.net
Ensure the Outgoing mail (SMTP): has smtp.gci.net
**Ensure the box next to the My server requires authentication is checked**
Click on Settings
Ensure the button is marked for Use same settings as my incoming server.
Click OK
Click OK
Click Close

No, Windows Defender and other security software from Microsoft is
100% compatible with Windows Mail.

Norton security products are among the top three troublemakers for
Windows Mail. Disabling Norton's email scanning is often insufficient.
If so, do a trial uninstall, followed by using their debris removal tool:
http://service1.symantec.com/Support/tsgeninfo.nsf/docid/2005033108162039

Instead of uninstalling your antivirus, another option is to upgrade to
Windows Live Mail, which is more resistant to the adverse effects of overly
intrusive antivirus products: http://download.live.com/wlmail

Try using mail.mtaonline.net as the SMTP server name, on the accounts server
tab.

Your issue has nothing to do with your mail provider, your ISP, or
your settings in Windows Mail.
I told you the steps you needed to take with Norton's.
Apparently you still haven't taken those steps.
