Unable to send email

Why are we not able to send email from outlook 2003 or outlook express? We
have checked with our ISP and have verified that our settings are correct and
that the outgoing mail server is working properly. Is there anything else we
can check to possibly correct this problem?
 
Any results? Error messages? Smoke coming from the box? Something to go
on?
