Are you using a pst-file or an Exchange mailbox? What is the exact error you
get?
Make sure the attachment isn't bigger than allowed by your admin or ISP.
SInce it is on one machine; tried recreating the mail profile already?
Control Panel-> Mail-> button Show Profiles...

progress and slowly goes down as the number of pending processes climbs very
