When I access Active directory users and computers from my windows xp-sp2
computer, I cannot see group policy tab and therefore cannot access Group
policies.
However,I can access Group policy from Server. I uninstalled and
re-installed back the adminpak on my xp PC but still won't work? Any help
will be greatly appreciated.

install the "Group policy management console" GPMC on your computer. you
can download this from microsoft. just do a search.
