I 'm unale to restart my window XP after window updates installed.

Error message reads : window did not start successfully. Recent hardware or
software change might have caused this.

It does not work when I select Safe Mode, or last known good configuration
or start window normally.

Can anyone help to advise what can I do to overcome this problem ?

What you should have read and done before installing SP3 :-

....and of course, at the very LEAST, you did take a hard-disk image of your
working system immediately prior to installing SP3 ?
....in which case you could simply restore your system to the condition it
was in, before you wrecked it, then make the necessary preparations for
installing SP3.

....once downloaded and burnt to disk, is my preferred method of dragging an
old XP platform up to date - to SP3 level, prior to the doing the 80 plus ?
updates since SP3 :-)

.... you may have to resort to a "repair install" :-
http://www.windowsreinstall.com/winxphome/installxpcdrepair/
....if you choose this route, you'll probably find that some, or all, of your
hardware drivers, and/or some or all of your installed applications software
will not survive, and may have to be re-installed, (or over-installed),
