Unable to register file types

I am unable to register file types on our Win2K Server. Selecting an unregistered file prompts me with a list of programs to choose from, but the "always use this program..." box is grayed out. If I attempt to add the file type manually using the folder options, all the buttons are greyed out. This topic doesn't seem to appear in the Knowledge Base. Any suggestions would be appreciated.
 
What file extension and application?

It wouldn't matter, but in this case I am trying to register .JPG with the
Explorer to get the thumbnail displays to work. I can always choose the
Explorer one time, but I can't make the registration permanent.
 
So when you go to Windows Explorer | Tools | Folder options... | File Types | and navigate to jpg Extension you do not find that extension type?

Nope. No JPG. Can't add it either. The "New" button is grayed out.

So when you go to Windows Explorer | Tools | Folder options... | File Types
| and navigate to jpg Extension you do not find that extension type?

That sounds like a Group Policy issue. Or:
