Unable to receive POP3 messages in Outlook 2003

I'm able to send messages from my yahoo account using Outlook 2003, however,
I'm unable to receive them. When I do the test setting, it sends to my yahoo
account, however, it doesn't come through to my Outlook. Please help!

Is this a paid Yahoo account?
 
yes, it is the upgraded one that allows you to use outlook. i was able to
send & receive until recently. now i can just send.
