unable to publish web to windowsxp web server

I cannot publish a site from frontpage to my computer running the windowsxp
webserver.
When I attempt to log in with a valid username and password - the box keeps
coming up asking for the userid and password again.

When I type cancel to stop the login window from recursivly popping up I get
the message:

A web does not exist at http://my.web.server Would you like FrontPage to
create a web at that location?

I say OK.

Then a message pops up:
Unable to open http://my.web.server
1. The web server may not have the FrontPage Server Extensions installed.

2. The web server may be temporarily out of service.

3. If you are connecting through a proxy server, the proxy settings may be
incorrect.

4. An error may have occured in the web server.

That's it.

First of all when I point my browser to the URL of my local web server - I
connect to the home page - no problems. I have a static ip address so
anyone on the internet could connect to it.

The only caveot is that I have to run my server at port 1600 (I chose that
port) because my ISP blocks port 80.

So when I go to my site I would have to type http://my.web.server:1600 to
get the home page.

This is the EXACT URL I try to publish to (with the port specified).

What might be wrong - that I cannot publish? The webserver works - I just
can't publish to it (which I think I have to do to get the front page
extensions working)...

Can you open the local site directly in FrontPage, using
an HTTP URL?

If not, download the server extensions from
http://msdn.microsoft.com/library/en-
us/dnservext/html/fpovrw.asp

If you can open the local site directly in FrontPage, try
these:

1. Delete all Internet Explorer cache files. (In IE,
Tools, Internet Options, Temporary Internet Files,
Delete.

2. In Windows Explorer, find and delete all FP Temp Files.
By default, these reside in
C:\Documents and Settings\username\Local Settings\
Temp\FrontPageTempDir.

3. In Windows Explorer, find and delete all *.web
files.

4. In Windows Explorer, find and delete the cmdui.prf
file. By default, this resides at:
C:\Documents and Settings\<username>\
Application Data\Microsoft\FrontPage\State

5. Start regedit.exe, then:
a. Navigate to HKEY_LOCAL_MACHINE\
SOFTWARE\Microsoft\Shared Tools\
Web Server Extensions\Web Extender Client
b. Look for a value named wecctlflags.
c. If such a value exists, either delete it or set it
to zero.
