Unable to open web pages

My internet is connected, but programs are unable to access the connection to
update. When I type in a web site I get the "error" page, as if I'm not
connected. I can't go to any sites -- this problem is on another computer in
my home. It's running XP. I installed the SP2 thinking that may help, but it
didn't. Everything else seems to be fine, just can't access web pages or
program updates such antivirus.
Please help.
