Unable to open outlook using icons or outlook.exe in Program Files

It will only open by typing "outlook /recycle" in the run box. I notice that
the outlook.exe file has a number next to it and was modified yesterday
(though I certainly didn't do it and all the other files are dated 2006 or so
since this is Outlook 2007). The problem existed with Outlook 2003 as well
but i never bothered to look for a fix then. I've uninstalled and
re-installed both versions of outlook several times and that doesn't fix the
problem. I've run scans from Symantec, McAfee, Trend Micro, and Pandasoft
(trial versions) and fixed everything that was found (there wasn't much) but
it didn't solve the problem. I've checked the registry for all
outlook-related entries and found nothing that could be causing this problem
(though I'm sure there may be places not obvious that i didn't check). I'd
like to open Outlook without running the run command (and for that matter, I
don't even know why that command with that switch works but thank God it
does). I posted here a while ago but got nothing helpful and thought I'd try
again. ANY suggestions are welcome.
