unable to open office outlook 2003 recently installed

I am unable to open a newly installed office outlook 2003. On opening it has
a pop up box “Configuring outlook†which states "opening welcome message".
It will not go any further and you need to end task. It then offers to open
in safe mode next time which doesn’t work, or offers to repair which again
makes no difference. A message sometimes pops up - “The connection to the
Microsoft office exchange server is unavailable. Outlook must be online or
connected to complete this task.†I am online. Click OK & it comes up with
a box Microsoft Exchange Server, which has been set with my email server &
user name. On checking name as requested it eventually pops up with a box
“The name could not be resolved. The connection to the Microsoft Exchange
server is unavailable. Outlook must be online or connected to complete this
action†Again I am still connected.
I have also tried reinstalling, although not uninstalling & reinstalling.
Help in simple terms please.

Check for the presence of these keys and add them if they are missing:

[HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Rpc\ClientProtocols]
"ncacn_np"="rpcrt4.dll"
"ncacn_ip_tcp"="rpcrt4.dll"
"ncadg_ip_udp"="rpcrt4.dll"
"ncacn_http"="rpcrt4.dll"
