Unable to move, copy delete or rename folders.

I'm running Win XP (Home edition - fully patched with SP2) and I am
unable to manually delete, copy,move or rename folders, yet auto
installers etc can. I have done a sys restore and it has no effect. The
error message is Explorer.exe - application error. The instruction at
<variable> referenced memory at 0x000000000. The memory could not be
written. I have had negative virus scans, no adware found (other than
cookies).

I seem to remember an article about SP2 causing errors like this but I
can't find it (despite googling) - any ideas?

ps should have added that I've tried safe mode and the behaviour is the
same.
