Unable to launch Windows Explorer or Internet Explorer

We are running Windows XP (Home)and for the past few days
we are unable to open Windows Explorer or Internet
Explorer (6.0). I have also noticed that the CPU
Processing is at 100% without any programs running. I have
run my Norton on all my files and there are no viruses
detected, definitions are up to date to. Any Suggestions?
