Unable to install

I am unable to install any progran or updates all i get is "file not found"
from the windows log file I can see "fatal error" MSI 2.0 MSI 3.1 is needed,
but when I try to install MSI 3.1 i get the same error message ...file not
found...all is clean on the system temp files erased....check disk ok....
defrag done and I turn off all running progs before trying the installs Any
help would greatly appreciated
