unable to install any software

Has anyone else come across this issue, with the new revamped microsoft web
site or namely windows update.
I have experienced this issue only on new computers. After installing
Windows XP home or professional (it doesn't matter which one) on a new
computer then connecting it to the internet and activating windows and
running the windows update and installing all critical or recommended patches
(again doesn't matter what you install) once the computer restarts, the
installation of any software or peripherials fail to complete and end in
errors. This happens with Ms office any version, and anti virus software
etc. The errors are too many and varies to list.
The only way to get the software to install coorectly is to format the hard
drive install windows, install all the software you want and peripherials
etc. then connect the system to the Internet and run the windows updates.
This issue happens on any new computer I have setup, all different hardware
configurations and everything from desktops to notebooks.
Any ideas anyone?

i have read in pc mag that last year, on average, it took
15 min for an unprotected computer to get infected, today
it takes 15 sec. Make sure that you have a firewall and AV
software on when you go online.

also, make sure that you are on an administrator because
you usually cannot install or make critical changes to a
harddrive on a limited account
