Unable to format pictures in a WORD document

Somehow I am unable to format any pictures I am trying to insert in a
document. It shows a blank box, but will PRINT the picture once I send to
print. I cannot crop, reduce or anything else and the text will not wrap
around the picture in the document, either. I have deleted temporary files
and cookies. Other suggestions?
 
The blank box is an indication that you have tools > options > view > show
picture placeholders selected.

To view the picture, clear the check box for "Picture placeholders" on the
View tab of Tools | Options.

To wrap text around the picture change the text wrapping from In Line With
Text to Square or Tight.

In Tools>Options>View, uncheck the box next to Picture Placeholders.
