Unable to execute dos command in Command

Can some expert tell why I can't execute a dos command
when I am in the COMMAND area?

Here's what I did:
RUN
type COMMAND
in the dos window type IPCONFIG
another dos window flashed for a quick second then there
is nothing.

Instead of "Command," try "CMD." There is a difference.

Try, start, run cmd. (command is for older win9x versions, cmd is for nt
versions)

I try all that. Like I said - I do get access to the dos
window using start run cmd but after got in, unable to
run the ipconfig command.
