Unable to download large attachments from the public folders in OW

When using OWA 2003, we are having issues downloading large attachments from
mail-enabled public folders. The error message is something like 'IE was not
able to open the Internet site. The requested site is either unavailable or
cannot be found...' when we right-click on the file and attempt to save it.
We have tried using multiple browsers (IE, Netscape, Mozilla, etc.) and they
all have the issue. Smaller attachments download just fine. Also, we are
able to download the same files when working with Outlook instead of OWA.

Is there some limitation in OWA that we am running into? Any ideas?
