Unable to display the user selection dialog (null)

Ok, I'm sure everybody has seen this a bazillion times before so please let
me explain before you tell me to make sure the winreg key isn't restricted,
RestrictAnonymous is 0 or Use NetBIOS over TCP/IP is enabled.

I ran MS IIS Lockdown and BSA tools. I followed all the advice given by BSA.
Now I can't set permissions on files. Clicking Add... on the Security tab of
Properties for files or directories produces the famous "Unable to
display..." dialog.

Upon checking up on this I found that this is a common problem and I've been
through the registry and the winreg key is not restricted with respect to
the SYSTEM account. SYSTEM isn't even listed in the ACL. Please don't say
add it. "Unable ..."

RestrictAnonymous has been changed to 0 via LSP\Local Policies\Security
Options\Additional restrictions for anonymous connections.

The LAN adapter has Use NetBIOS over TCP\IP enabled.

The WAN adapter explicitly disallows NetBIOS over TCP\IP. I tried disabling
this adapter, rebooting and trying to set permissions. No joy.

I do not have a domain controller.

LMHOSTS is not used.

enablesecuritysignature is 0
requiresecuritysignature is 0

I have scoured the net looking for a solution to this problem and everything
I've tried doesn't work. What do I have to do to get this capability back?
