Unable to delete a file

Can anyone assist me in getting rid of a file (HTML
Docuement) that I am unable to delete. I get a message
stating that "Access is denied. Make sure that the disc
is not full or write-protected and that the file is not
in use."
I hope that this is a no-brainer for someone out there.
