Unable to customize IE buttons or toolbars

In addition to Don's advice:

If you don't want the ISearch bar, type "regsvr32 /u c:\windows\system32\toolbar.dll"
[Assumes you've Windows installed in C:\]

When I right click to try and customize the toolbars, it
gives me no option to customize. The choices are greyed
out, and the only available selection is to "Add text."
