unable to creat new user account

please could anyone help me. I am trying to set up a new user account on my pc, but no luck so fa
i keep getting errors saying that the pc is unable to create user enviroment? any ideas? I have set up accounts in the past and this is the first problem that i have encountred
 
Boot the computer in safemode and login with administrator and create a new user account.
