Unable to Connect to the Internet - Unidentified Network

I recently converted to Windows Vista Home Premium from Windows XP Home.
About a week ago I was at work with full internet access. At work we access
the network on a DSL connection under a WORKGROUP. Upon returning home I no
longer had the ability to connect to the internet. Home network is a wired
Verizon Fios , under a WORKGOUP with approximately 3 other computers
connected to my home network all currently have internet except my Dell 6000
notebook. The following are the steps I've taken to try and get internet
access using my notebook.

My Network & Sharing Center has the red X between the icons Unidentified
Network and the Internet.

I've been through the following Vista Networking troubleshooting steps with
the same results - No Internet connection:

Within the Network and Sharing Center:
I click on the "Diagnose and Repair link" a diagnostic box appears,
I click on "get new IP settings for the network adapter" a repairing box
appears and runs a diagnostic(?) another Windows network diagnostics box
appears that discusses the network router or broadband connect issues. I
follow all those instructions - no help.
I reset the network adapter - no help.
I check to see that my network is functioning properly - it is again all
other Windows XP PC's on my network have access.
I insert my wireless 802.11g Belkin adapter which I use at my local Wifi
Spots, the compter acknowledges that the adapter is working properly - still
cannot connect to the internet. I go to two local WiFi spots - I now can't
get out on the internet.
Still thinking I might have an adapter issue [don't ask me why] I buy a
PCMCIA Nextech adapter from Circuit City. I get that working properly -
disable all other adapters, enable all other adapters, try every conceivable
combination with the adapters - no internet connection. UGG!
For the 20th time I go to the command line - type ipconfig /all and all I
can get is a 169.X.X.X address - which I understand is the address that
windows returns when it doesn't have an IP address to display.
I then type ipconfig /release - I get the message "The requested operation
requires elevation". What does this mean?
When I type ipconfig /renew - it trys to grab and IP then says, "unable to
contact DHCP server".
I go to my Verizon Fios router and get the IP information stored in the DHCP
settings and hard code my machine to a fixed IP address - still no internet
connection.
I change from a PUBLIC to a PRIVATE network and back, Turn on all sharing
and discovery settings - no network access.

I checked my two firewalls - Windows and Norton and totally disabled both -
still no network access????

So, now I'm stumped and am trying to determine if its a known Windows Vista
software issue. I've checked Windows Vista site and found this blog and I'm
hoping someone else here has had and resolved my problem.

Here's a little Vista history - Upon Vista installation I down loaded all
the updates save one. (KB29729) Security Update for Microsoft .NET
Framework, Version 1.1 Service Pack 1 failed with the Error code 643 as the
reason.

HELP! I'm getting ready to convert back to Windows XP but I don't really
want to...

Any ideas.

Hej Almo.
I am adim for a small lan with 50 users, and we have the same problem. and
it gets bigger and bigger, becurse there are comming more and more Vista
computers on the lan.
One day the Lan work , but the next day it don´t, then it work 2 days, but
goes down 5 times in one day.
When a Vista computer tryes to log on, it get a IP adr. but release it
after a few secunds, then it get a new IP adr. but relase it again, an so on.
When there is no more IP adrs. in the routers DHCP tabel, no one, can log on
the lan . In May 2007 we gor a new router, and all work fine, with no
problems, but suddenly first in October 2007 the problem started. I have
wrote on a Danish expert site, and ask about the problem, but no one, has a
solution.
So I hope as you, that there is someone out there, that got the answer. :)
