Unable to close task manager

Whenever I open task manager, I am unable to close it without rebooting the
PC. There are no command options showing to allow me to shut it down. I am
running and OEM version of Windows XP Pro SR2

Double-click around the border of the Task Manager.

You should be able to press ALT+ F then press X. Also, with Task Manager in focus, press ALT+F4.
umhh. You do see a menu bar on the Task Manager menu?
