unable to change my desktop picture

not sure what happened but my desktop pictured dissappeared and now i cant
get it back. it will not chnage from a solid color. i have gone through the
control panel and then to personalize but that wont work. i click on the pic
that i want and it doesnt change. waht do can i do now
 
Control Panel > Ease of Access Center > Make the computer easier to see, remove
check from Remove Background images (where available)
