Unable To Boot Into Safe Mode

I just reimaged my HD, using my restore disks from HP. WinXP is bundled into
it, so I fear there will be problems in fixing this.

I'm unable to boot into safemode at all - normally or in network mode. How
can I fix this?
 
How are you trying to boot into Safe Mode?

Some machines use F8 to get into the BIOS. This makes it difficult to use
the F8 key to boot into the Windows Safe Mode. Instead of trying to hit the
F8 key just right you can make some settings with the System Configuration
Utility (msconfig.exe).
