Unable to add new user accounts

I am having difficulty creating new user accounts in XP.
Currently my only account is an administrator account. I
have tried using the new account setup and when I try
switching users I get an error "Windows cannot log you on
because your profile cannot be loaded....". New account
names don't appear in "Documents and Settings".

I would be grateful for any thoughts on this problem.
