Unable to add hardware

Every time I try to add a hardware by clkick on "Add
Hardware Wizard", I get and error of "Cannot run two
device Installations". Then it says', "You can install
only one device at a time. Another device installation
is underway, when it is finished you can try this wizard
again.

I'm not installing another device. I have tried
rebooting and I still get the same error. Is there
something hanging with Windows XP?
