Unable to add counter for System Monitor

I would like to add CPU and PROCESS counters for System monitor on my Windows
2000 Server, but currently no counters are shown (even default counters for
CPU, DISK, and MEMORY). Although I have tried the instruction on following
site (http://support.microsoft.com/kb/248993/en-us), problem did not solved.
If I run Exctrlst.exe, it seems that the relevant dlls are enabled for
Performance Counter.
Please give me any advice for to solve this issue.
