Unable to add computer to network

I ran the network setup wizard on all my computers. one of the laptops is not
being recognized by any of the computers on the network, nor is it
recognizing the other computers on the network. i ran a diagnostic on the
network settings on the laptop with the issues, it reported the ip address
failing. i tested the the rest of the netwrok addresses and everything ran
fine for some reason its blocking, information from recieving on its ip
address. please help ripping out my hair.

In General, you can debug the Network Settings of a computer by following
these steps.
Step One. Check the Network parameters in the Computer's Device Manager.
Make sure that the Network Card drivers are installed correctly; i.e. there
is No IRQ conflict, and No Ghost installation.

Step Two. Verify Basic network setting in the OS:

If the above two Steps indicates that every thing looks good but
functionally it does not work.
Step Three. Check (and repair if necessary) the Socket Layers, Winsock, and
or refresh the TCP/IP Stack. http://www.ezlan.net/clean#refreshnet

Make sure you go into the Local Area Connection Properties and see that the
File and Printer Sharing checkbox is checked. Do that on all the comps just
for the heck of it.
