Unable to Access System Restore, Windows Update, or do SEARCH

I am not exactly sure what series of events occured to cause this. But, I
am unable to access System Restore through any "known" means such as Tools,
Accessories. I used Partition Magic to increase the partition size of the
drive, I also ran Spybot to clean out some spyware, I installed XP Service
Pack 2. In addition, when I want to do a search, the search window does
open and all I see is a blank window and a greyed out right side "companion
bar" . No other options available.

This last weekend I wasn't able to do a Windows Update. I checked for
viruses, but I dont have any. I recovered some files that Spybot deleted
that it thought were DSO exploits in XP, but I am still unable to do any of
the above.

I uninstalled SP2 and it made no difference expect I did notice a bit of an
increase in overall speed of the system.

Do I have to do a reinstall?

Click Start, and then click Run.
In the Open box, type regsvr32 jscript.dll, and then click OK.
Click OK.
Click Start, and then click Run.
In the Open box, type regsvr32 vbscript.dll, and then click OK.
Click OK.
