Unable to access IE

Yesterday I started getting a messaege that "Internet
Explorer needs to shut down" and am unable to gain
internet access. I can get in through Netscape but can't
get access to many sites. There is no other message. I
also cannot access Outlook with the following
message "Ordinal 939 missing from dynamic link library
MS09.dll" I've tried reloading Office 2000 and Windows XP
without any results. Anybody have any suggestions??
