Unable to access Desktop following Windows Udate

Yesterday I saw the yellow Windows shield in my bottom tolbar which prompted
me to download the latest Security updates. I have Windows XP SP3. When the
download was finished I was prompted to restart my PC which I did. After the
PC finished loading up I was left with a blank desktop and no bottom toolbar
(no Start button) and, therefore, unable to access anything. I restarted in
safe mode and accessed System Restore and went back, first 1 day and then 2
days without success - still no desktop. I am able to access Windows Task
Manager, and, using the File drop down menu was eventually able to acces the
internet.

I can access my e-mail via webmail.

Can anyone make any suggestions onhow I get my PC access back?

This is why System Restore is on your computer. So when the times your
computer is screwed up after an install, you can go back to an earlier
time and undo it.
