Unable install programs with administrator rights

Hi,

I recently purchased a new hard drive and installed Windows XP SP3. I
created 2 user accounts both with administrator access. However, when I
try to install any programs, it gives me the following error:

"An error occured while attempting to create the directory C:\Documents
and Settings\.....\Application Data\xxxxx" (.... being the User folder
name and xxxxx being the applications folder)

Please help!

Did you check the permissions on the Application Data folders?

I did...the permissions are fine..i don't know what else to look at..
