un-expected size return on file downloads

Also I keep downloading software off of the net.. And
when I go to open them.. I get that the return file size
is different from the expected return... So part of the
file isn't being downloaded...

I replaced my modem thinking that might correct the
problem.. From a WinModem by Lucent too a Blaster V92
modem..

Which only works if I do not install their software...
When installing their software.. My modem only connects
to the internet once... With out their software.. I can
connect 5 times without a reboot..

I have a HP Pavilion with windows XP and 510mb

This sounds like there could be resouce conflict with your modem and
something else. For example if you had mouse connected to serial port com1
and modem to com3, your mouse could cause problems to modem and vice versa.
Newer computers don't have serial mouse anymore.

Pc has limited number of interrupt request lines (and other resources). Some
equipments just cannot share successfully those resources. That depends
usually how well written used software drivers are.

These kind of problems can be quite hard to resolve. If the modem is
internal modem, try to put it on different pc card slot. It really matters
which slot you use. Some slots share interrupt request lines with other
slots. So switching places you can affect which cards have to share
resources together. With well written drivers you shouldn't have to do this.

You could also check Device Manager (from Computer Management). Select
View -> Resources by connection and then Interrupt request (IRQ). Here you
can see which devices shares resources.

I'm not expert on this area, but few years ago I had problems with my ISDN
card. It just worked poorly in one card slot, but it helped somewhat to
place it another slot.
