Is it possible to change the language of the UI after
initial installation? I have recently purchased a new hp
computer in France with XP Home already installed and
naturally the UI is in French. While I can get along in
French, I would prefer to chage the UI language to
English. Is this possible and, if so, how?

No. You have to get a Windows version in your favourite language and
clean-install this.
