Uable to change IP Address

Whenever i try to open properties of LAN connection i got error as "You do
not have sufficient privilages to for accessing connection properties." While
i logged on as an Administrator and have full rights.
 
Have you used some sort of tweaking/security program that could have blocked
access to these properties?
