Two Y axis in Graph

How can I create a simple graph with one Y axis on the left of the graph and a second Y axis on the right? This is useful when you have values you wish to graph that are significantly different numerically, such as dollar values between 900 and 1100 and percent values from 50% to 100%. With only one Y axis, the detail of the graph of percents is complete lost because it only varies between 50 and 100

I did this a lot in Harvard Graphics many years ago. Certainly Excel has the capability
