two passwords to update a calendar

Hi, I want to have a schedule for who is covering after hours calls among
about 20 people. I want to put it in calendar form online and have people be
able to make changes with someone else (exchange call dates) but only if both
people approve the switch. the people could be at the same comuter at the
same time to enter 2 each of their passwords or we could just have an email
sent to each of their addresses to notify them of the change that way no one
makes a change without the other guy's approval. Anyone know how to do this?

To accomplish would require scripting, ASP, PHP, etc, and an database.

Do you have the skills?
