Two kinds of (none) follow up flags?!

One set is for items that were flagged then unflagged, the other for items that have never been flagged. If you drag select one group, then drag it to the other, then repeat in the other direction, you may be able to get them all to agree on which (None) is the "real" one.
 
It actually happens with other groups too - in the case of categories, one
group of (none) was created in an older version of Outlook.
