Two admin accounts, only one can run resedit

Let's say I have two administrator accounts in a XP box. Would it be
any reason for one of them not be able to run regedit (told the
administrator disabled running the said program) while the other one
has no problem running the said program?

Good point. In fact, that is what I have been hunting down for.
IMHO, the only way to be sure is to wipe and reinstall. But, I can't
do that in this machine.

Thanks! It worked perfectly.

Now that you have more control, try malwarebytes.org to see if it finds
anything. If you use IE, you might disable unknown add-ons/plug-ins or
run in No Add-ons mode before attempting to go to the site.
