Please explain what you mean by, "On new machine" <- new to you, new
completely? If the latter - what Operating System did it come with/was
suggested for it?

Or...

Do you mean you installed just "Service Pack 3 for Windows XP" on the
machine and it was running something fine without issues before - but now
that SP3 is installed - these issues appear?

If this was a clean installation - have you updated all the hardware
drivers? Yes - you have to visit each of the hardware device
manufacturer(s) web page(s) and get the latest drivers from them directly -
Microsoft did not make nor do they support your hardware...

It means machine is Acer Power M480 and company downgraded os from Win
Vista to XP SP3; they have been installed about 50 new M480 computers
and it prepared 1 machine into file image for distribution to others.
Machines are just comes out from factory.

So you (or your IT support staff) downgraded the *new* machines to Windows
XP SP3 - or did they come from the factory downgraded?

If the latter - what does the factory support staff have to say?
If the former - is it like this on all 50 machines?

What about the drivers?
