Tweak + USB-connected drives

I had a version of Tweak on my former XP-Hm machine. That iron now in a
dump, a new machine w/XP-MCE.

Googled "Tweak" ~ found a lot of choices. Which one offers the overall best
'tweaking' capabilities? One component listed active drives, properties,
ability to turn-on-off drives (as I recall) etc.

Problem here is that USB-connected drives do not show up on MyComputer.
(They DO show up properly labeled on MyComputer/Manage/Storage/Disk
Management.) One is a USB-connected 1/2G stick, the other is a camera.
Formerly, when plugged into a USB port, there was a two-tone
acknowledgement, UP-connected, DOWNn-disconnected. Now nothing.

Suggestions, directions very much appreciated.

it is possible you do not have enough drive letters allowed.
you can download TweakUI from microsoft and enable all the drive letters and see if it helps.

might be able to do it in native windows, but do not remember.
