Turning off UPnP?

I'm looking at our firewall logs, and see that we have a machine
sending UPnP packets to the firewall in a near constant stream.
The machine is a laptop with WinXP Home (service pack 1. This problem
may resolve once I put SP2 on it.)
I checked out the services, and UPnP isn't even on!
What could it be? What should I check?
