You can however create a Search Folder for it similar to; http://www.howto-outlook.com/faq/draftsreadingpane.htm The Outbox doesn't have a Reading Pane because in general items won't live there (only in case of a delayed send) and when items get marked as read in that folder the won't be send anymore unless you open the item and press the Send button again.
