Turn off Tracked Changes in protected template in Word 2000

I have set up several protected templates in Word 2000. Some (not all) of the
people I'm working with find that the documents created from those templates
track changes, which we do not want to do. I have gone back to unprotect and
reprotect the documents making sure I'm selecting protect for FORMS, not
TRACKED CHANGES, this does not seem to correct the issue. Is the problem with
my template or with the preferences on individual computers? Any ideas how to
correct? Thanks.

What you need to do is turn off change-tracking before protecting. And if the
recipients shouldn't see existing changes, you also need to accept/reject them.
If you don't know how to do this, which version of Word are you using?

I am using Word 2000. Please tell me how to turn off tracking before I protect.
Tools/Track Changes/Highlight changes. Make sure the very first checkbox is NOT
activated. That will prevent new changes from being tracked.
